Mr. Haruna Masebu was appointed member of the Board of Directors of EWURA in January, 2006. He is the Director General of EWURA. Following the expiry of the first term, he has been reappointed for his second and final four year term with effect from 1-January-2010
Education and Professional Expertise: MBA; MSc. (Reading University, UK); CPPS (IP3/ Loughborough University). An urban economist, Mr. Masebu has undertaken specialized training in regulation and is a Certified Public-Private Partnership Specialist. He also has multidisciplinary expertise with full professional qualifications in the following areas: asset management, valuation and arbitration.
Experience: He has championed the establishment of a new regulatory dispensation for Tanzania since (year) 2001, when he joined the Presidential Parastatal Sector Reform Commission (PSRC) as a Regulatory Coordinator. In that regard, he spearheaded the establishment of regulatory authorities in the infrastructure and utilities sectors, as follows (with acronyms of the authorities in brackets): Communications (TCRA); Air Transport (TCAA); Surface and Marine Transport (SUMATRA) and Water and Energy (EWURA). He also facilitated the establishment of the Fair Competition Commission and the Fair Competition Tribunal.
He has held Senior Management positions at national and international levels, including the following: Regional Manager for the Nairobi-based African Housing Fund; Director General of the National Housing Corporation and at the Ardhi Institute (now Ardhi University), where he rose through the ranks to become Senior Lecturer and Vice Principal by 1991.
