All tenders advertised by EWURA are governed by the Public Procurement Act Cap 410 administered by the Public Procurement Regulatory Authority (PPRA). EWURA Tender Board, when advertising for tender opportunities; they aim at obtaining maximum competition from the bidders. This can only be achieved if bidders submit commercially and technically responsive bids, so that eventually they are compared on their price.

Guidelines

PPRA issued a series of Guidelines aiming at giving tips that will assist bidders to prepare responsive bids in accordance with PPRA Standard Tendering Documents.

Bidders can benefit from PPRA Standard Tendering Documents through understanding common requirements for tender submissions and general nature of contracts. PPRA Standard Tendering Documents are placed in the following five (5) main categories: works (s maller, medium and large); goods; supply and installation of plants and equipment; non consultant services; and consultant services.

For procurement which is funded by our Development Partners, we are required to use their guidelines, user manuals and standard bidding documents .  The most common guidelines, user manuals and standard bidding documents in use are those prepared by the World Bank and African Development Bank. These guidelines can be found in their respective websites.
