General information
The Energy and Water Utilities Regulatory Authority (EWURA) is responsible for technical and economic regulation of the water and sanitation sector in Tanzania.
Water Basins and Water Supply and Sanitation divide the Water Sector into two sub-sectors namely: Water Resources management, which is regulated by Water Basins and Water Supply and Sanitation.
The Provision of water supply and sanitation services is done through Water Supply and Sanitation Authorities (WSSAs), which are regulated by EWURA; and Community Owned Water Supply Organizations, (COWSO) which are regulated by the Ministry of Water through Rural Water Supply and Sanitation Agency (RUWASA).
The Water Supply and Sanitation Authorities are established in accordance to Section 91(a) of The Water Supply and Sanitation Act, 2019, whereby the Minister responsible for Water may, in consultation with the Minister responsible for local Government, establish a WSSA based on criteria detailed in The Water Supply and Sanitation Regulations, 2013 GN. No. 90; WSSAs are responsible for management of water supply and sanitation services mostly in urban areas.
Regulating the water sector started in 2006 after amending the Water Works Ordinance of 1949 and Water Supply and Sanitation Act, Cap 272 that came into operation in August 2009. Currently the regulation is done in accordance with Water Supply and Sanitation Act 2019 and EWURA Cap 414. The Water Supply and Sanitation Act, 2019 provides clear division of responsibilities between the Ministry of Water, Water Supply and Sanitation Authorities and EWURA. It also translates the National Water Policy into legislation.
Currently, EWURA regulates 130 WSSAs, which provide water supply and sanitation services at Regional and District headquarters, Township and National Projects Water Authorities, as shown on a List-of-Regulated-WSSAs as of July 2020;as declared by the Minister responsible for water as summarized here under:-

Water installed capacity, Production and Demand
Current water production from regional water utilities for FY 2017/18 was amounting to 307Million m3. While water installed capacity is amount to 435Million m3/. While total water demand amounts to 452Million m3. For District and township water utilities in FY 2017/18, water production amounted to 34Mm3 while demand stands at 101Mm3.
