Stakeholders discuss draft regulations and guidelines for Water Authorities

The Energy and Water Utilities Regulatory Authority (EWURA) proposes to extend the tariff review cycle from three to five years and to integrate climate change impact assessments into the respective authorities' business plans.

The proposal was tabled on April 24, 2025, during a stakeholders’ working session convened by EWURA to deliberate on the Draft Regulations for Tariff Application and Setting, as well as the Fourth Edition of the Business Plan Preparation Guidelines for the year 2025.

Mr. Msafiri Mtepa, EWURA’s Director of Regulatory Economics, who represented the Director General, said the proposed reforms aim to enhance efficiency, transparency, and sustainability in water services while addressing technological advancements and climate change challenges.

He emphasized the importance of water authorities adhering to approved business plans and fulfilling their legal obligation to submit regulatory fees.

EWURA reiterated that stakeholder input is vital to refining these drafts to ensure they offer practical guidance for sustainable and quality water service delivery across the country.
