The regulatory instruments that govern and assist the Authority to effectively and efficiently conduct its regulatory roles in the mid and downstream petroleum sub-sector are anchored in the National Energy Policy, 2015, sector legislations and the developed standards.

The National Energy Policy 2015

The National Energy Policy, 2015 was a result of merging several energy sub-sectors policies that are: the Petroleum Policy, the Local Content Policy, the Natural Gas Policy, the Renewable Energy Policy, and the National Energy Policy 2003. The ultimate goal of integration of the energy sub-sector policies was to simplify its management and improve sector’s governance and performance.

The Policy provides a right direction for the development of the energy sector as a whole with major objective of establishing an efficient energy production, procurement, transportation and distribution in an environmentally sound manner. Through the National Energy Policy, 2015, a comprehensive legal and regulatory framework as well as institutional set up for the mid and downstream petroleum sub-sector were clearly established.

Legislation

The legal framework for the mid and downstream petroleum sub-sector, has been divided into two folds, namely main legislations and subsidiary legislations. Main legislation are the Acts enacted by the National Assembly whereas subsidiary legislation covers Rules and Regulations made by the Minister responsible for Petroleum and the Rules made by the Authority.Main legislation for Mid and Downstream petroleum sub-sector are:
