Water and Sanitation Regulatory Activities
Regulation of water supply and sanitation services is particularly important, since water entities are operating in a monopolistic business environment with limited competition that would otherwise derail the quality of service provided to consumers is adequate.
Generally, EWURA regulates services related to water supply and sanitation services in urban centers. A Water Supply and Sanitation Authority may provide such services directly to consumers or through a service provider in a contractual arrangement. EWURA regulates WSSAs in areas of technical and economic aspects.
Technical Regulation
Technical regulation includes regulation of quality of service standards, code of practice, Health, Safety and Environmental (HSE) issues. EWURA prepared Water and Wastewater Quality Monitoring Guidelines 2020 to assist utilities plan and monitor water and waste water quality.
Economic Regulation
Economic regulation includes but not limited to:-
- Regulate levels of investments,
- Reviewing WSSAs Business Plans and setting rates and charges.
EWURA has developed guidelines to facilitate tariff reviews in a transparent and predictable manner.
