Regulation of water supply and sanitation services is particularly important since water entities are operating in a monopolistic business environment with limited competitive pressures that would otherwise ensure the quality of service provided to consumers is adequate.
Generally, EWURA regulates networked services related to either supply of drinking water or removal of waste water in urban centers. Such services may be provided by a Water Supply and Sanitation Authority directly to consumers or through a service provider, through a contractual arrangement. Regulation of WSSAs is facilitated by monitoring compliance of WSSAs to its Business Plan. As a minimum, Water Supply and Sanitation Authorities are obliged to prepare their Business Plans in conformity to Guidelines for preparing a Business Plan for Regulated Water Utilities (RWUs), 2016
